The three main flat roofing systems

Almost every domestic flat roof in the UK is covered in one of three ways. Each has a genuine niche, and the right answer depends on the shape of the roof, the budget and how long you intend to own the property.

EPDM rubber

A single sheet of synthetic rubber, usually laid in one piece on domestic-sized roofs so there are no seams to fail. It stays flexible in cold weather, tolerates building movement well and is installed cold, with no naked flame. On a simple rectangular garage or extension roof it is hard to beat. Its weakness is complex shapes: lots of upstands, pipes and corners mean more bonded detailing, and detailing is where any flat roof fails.

GRP fibreglass

Glass fibre matting saturated with resin and cured in place, producing a seamless, rigid, walk-on surface. It handles complicated shapes neatly because it is formed on site, and it takes a decorative topcoat well for balconies and terraces. It is less forgiving of structural movement than rubber, and it must be laid in dry conditions above roughly five degrees, which limits winter installation.

Built-up felt (torch-on)

Modern high-performance felt is two or three bonded layers of polyester-reinforced bitumen — a world away from the single-layer felt that gave flat roofs their reputation. It is the cheapest option and copes with awkward layouts, but it has the shortest life and involves hot work on site.

What a flat roof actually costs

Rates per square metre are useful for comparison but misleading on small roofs, because setting up, stripping out and detailing carry a fixed cost regardless of area. Realistic 2026 job prices, supplied and fitted:

Budget for the deck you cannot see

Until the old covering comes off, nobody knows the state of the timber underneath. A good quote either includes a stated allowance for deck replacement or gives you a clear per-square-metre rate should it be needed. A quote that says nothing about the deck is a quote with a hole in it.

Falls, drainage and why flat roofs are not flat

No flat roof should be genuinely level. UK practice is a minimum finished fall of around 1 in 80, and because timber deflects, designers commonly build to 1 in 40 so the finished fall still achieves the minimum. Standing water is the enemy of every membrane: it magnifies UV damage, holds debris, forces detailing to work harder and voids some warranties outright. If your existing roof ponds after rain, that is a design fault, and simply re-covering it will reproduce the problem.

Warm deck or cold deck?

If there is a heated room beneath the flat roof, the insulation strategy matters as much as the waterproofing. A warm deck places rigid insulation above the structural deck, below the membrane, keeping the timber warm and dry and avoiding the ventilation problems that plague older cold-deck construction. It is now the default for anything habitable, and Building Regulations Part L will generally push you there when you replace a substantial portion of a roof over a heated space. Expect it to add roughly twenty five to forty five pounds per square metre — and to pay some of that back in heating.

What a flat roofing quote should contain

  • The named system and manufacturer, not just “rubber” or “fibreglass”
  • Strip-out and disposal of the existing covering
  • Deck inspection, and the rate for replacing rotten boards
  • Firrings or tapered insulation to achieve the falls
  • Insulation specification and thickness if a warm deck
  • Edge trims, upstands, outlets and any rooflight kerbs
  • New guttering or outlet connections
  • Access equipment and the hire period
  • Guarantee length, and whether it is insurance-backed
  • VAT stated separately and a stage payment schedule

Check credentials as well as content. Ask specifically whether the installer holds that approval, because the same membrane fitted by a non-approved contractor may come with a materially shorter guarantee.

Making a flat roof last

  • Clear leaves and silt from outlets twice a year — blocked drainage kills flat roofs
  • Keep foot traffic off unless the system is specified as walk-on
  • Check upstands and trims each spring for lifting or splits
  • Cut back overhanging branches that drop debris and scour the surface
  • Deal with ponding early rather than living with it
